Will my RetraxPRO MX - 80323 from my 1999 F350 with the 8 foot bed fit my 2020 F350 with the 8 foot bed

No it won't. You'll need to upgrade to the RetraxPRO MX Hard Tonneau Cover item # RT80384 for your 2020 Ford F-350. The 8' beds on the newer F-350s are actually 8' 2" long.
The RetraxPRO MX Hard Tonneau Cover item # RT80384 is the same type of tonneau cover you currently have on your 1999 F-350 item # RT80323.
