The Replacement Side Chain Lever Fastener for Titan Chain Heavy Truck Tire Chains # TC312FB is used to take away slack in your tire chains and has a pretty unique operation. The first thing you would do is pick a location to incorporate the fastener in. You'll then determine how many links you're wanting to remove and hook side of the fastener to one link and the other side of the hook (more towards the center) through the other link. You can also slip the fastener through the other excess links to hold them up once the fastener is in place.
From there you would pry the other smaller end of the fastener over and attach it to link in the chain further over than the hook side of the fastener using the included opened link. Then you can use some pliers to close the open link so that the fastener can't slip off. This will create tension in the chain and keep it snug against your tire.
This can be a bit confusing so I've attached a picture below showing the steps.
