Does the CURT ECHO brake controller allow for charging from tow vehicle to trailer battery ?

Yes, the Curt Echo Wireless Brake Controller # C51180 does allow 12V power to pass through the controller.
With that being said, it will just be a trickle charge which is normal for a 7-Way even without this controller installed. Your trailer battery charge level will keep from being depleted but the 12V power won't increase the charge of your battery.
If you want to add the ability to charge your trailer battery while towing then you'll need a charger like the Redarc BCDC # 331-BCDC1225D which is able to monitor and give the right amount of power needed to charge a battery bank. If you choose to go this route then you also need fuses with a higher rating # 331-FK40 as well as low gauge wire that handles the higher amount of power.
