I have a tandem axle aluminum trailer for my boat which weighs all together about 3,750 lbs. unloaded. about 4,250 lbs. fully loaded. if i install an equalizer anti sway system on my 2011 toyota tundra will this help alleviate some of the bounce and also will this impede me from backing down the boat ramp or even up a hill. my trailer has surge brakes as well.

It depends on the weight distribution hitch, but the right one will allow you to back up and work with surge brakes. That said, it won't alleviate bouncing, only adding more tongue weight will do that. Bounce is caused when there is more weight at the back of the trailer, which isn't really uncommon with boat trailers.
What a weight distribution hitch will do is offer you a level, more stable ride with less sway when you are towing, and for your trailer, I recommend the Fastway system. This is more economical than the Equal-i-zer brand, and a better option for trailers that aren't experiencing severe sway. The correct fit for your 4,250 lb trailer is the following:
- Fastway e2 Weight Distribution w/ 2-Point Sway Control # FA92-00-0600
This system is rated for total tongue weights between 250 lbs and 600 lbs, which your trailer will have, and the only thing you'll need for it is a hitch ball, the 2" Hitch Ball # A-90.
Additionally, since you have a boat trailer, you may have a straight tongue instead of an A-frame, and in that case you would need an adapter to mount a weight distribution hitch, the Pole-Tongue Adapter # EQ95-01-5950.
