It's hard for me to offer suggestions on the etrailer Trailer Hitch Receiver part # e98838 which is a fit for a 2017 Subaru Crosstrek as I don't physically have the hitch and vehicle in front of me but the instructions state you'll need the following:
3/8" DRIVE RATCHET
11/16" - 3/8" DRIVE SOCKET
3/4" - 3/8" DRIVE SOCKET
DIE GRINDER W/ RASP BIT
3/8" DRIVE TORQUE WRENCH
If you still have issues even with the required tools list, I can tell you that I've installed many hitches and some common tools I use with hard to reach bolts is a combo of short and deep well sockets, extensions of varying lengths, wobble socket adapters, swivel head ratchets, and crowfoot adapters to name a few.
