How Many Bolts Are Used On Curt PowerRide 5th Wheel Trailer Hitch for Ford Towing Prep Package

Question:
I am wondering what all the extra hardware is for. It appears I only need 2 bolts to install the head to the base. I have 4 bolts and nuts, Dont need the nuts, and 4 pins and hasp. Way are these parts there?

In regards to the Curt PowerRide 5th Wheel Trailer Hitch for Ford Towing Prep Package part # C48BR, you'll use four M14 hex bolts and washers (two bolts per side) to attach the head to the legs. The 1/2" pins and M14 nuts will not be used but everything else will. The pins are used for standard rail style legs. The head comes with hardware and can be attached to many different legs which is why there is extra.
