Is there such a thing as a hybrid electric/manual tongue Jack so you have a manual back up if the electric motor fails?

Yes, most jacks, like the Phoenix Electric Trailer Jack with Remote # UF38-944055 you were looking at, have a manual override on the top of the jack head. You'll simply need to remove the small cap and insert the corresponding socket to manually extend or retract your trailer jack.
