The Air Lift 1000 Heavy Duty Air Helper Springs for Coil Springs # AL60818HD that you mention will not fit your 1999 Ford E-450 Super Duty.
Instead, take a look at the:
-Air Lift LoadLifter 5000 Ultimate Air Helper Springs with Internal Jounce Bumpers # AL88242.
This is confirmed to fit your 1999 Ford E-450, and will provide up to 5,000-lbs of load leveling capacity and the air pressure can be adjusted from 5 psi to 100 psi.
If you don't have an air compressor, I suggest checking out the Air Lift Load Controller Compressor System for Air Helper Spring # AL25856.
