The 7" drop on the # 4907 and 16" drop on the # 4916 are measured from the top of the bracket to the center of the cross tube on the # 41990. See the diagrams below. If you don't want to use either of these brackets you could also take the # 41990 to a local fabricator and they can design something so it fits the way you want it to.
