When you say upper, is that for the top step only or will the guide work for the bottom one also?

Yes, the Replacement Upper Slide Assembly # LC369690 is only for the top step. For the bottom step you will need the Replacement Lower Step Ball Bearing Slides # LC47ED for your Kwikee Series 42 steps.
