Does this hitch receiver include a wiring harness or is that sold separately?

The EcoHitch Invisi Trailer Hitch Receiver # 306-X7381 for your 2021 Subaru Ascent only has the mounting bracket for a 7-way connector. No wiring for the trailer connector is included with the receiver.
The Tekonsha OEM Replacement Vehicle Wiring Harness with 7-Way Trailer Connector # 118290 is the wiring kit that you will need to install a 7-way connector on your receiver. The wiring plugs into the factory connector inside the back of your Ascent.
If you have a larger trailer that uses electric brakes the Redarc Tow-Pro Liberty Brake Controller # RED24FR can be installed using the Redarc Tow-Pro Wiring # RED69FR.
