The Roadmaster Universal Brake Monitor # RM-9530 is just the monitor. It is designed to be used in conjunction with a braking system like the Roadmaster InvisiBrake Supplemental Braking System # RM-8700. The arm that you are seeing would be included with the braking system, not the monitor.
Depending on your vehicle, there may be some additional parts needed. If you want to provide me with your year/make/model, I would be able to tell you if there are any additional parts needed to use a supplemental braking system or the monitor.
