I have Newmar Baystar and want to tow a stock 13 JKU. With the m/h unloaded the measurement from the ground to the center of the m/h receiver locking pin is 24. The measurement from ground to center of JKU baseplate locking pins is 16. Although the difference is 8inch should I use a 6inch since the coach is not loaded?

Thank you for providing those helpful measurements. With the 8" difference I would go ahead and choose the Roadmaster Dual Hitch Receiver Adapter, 2 " or 8" Drop/Rise # RM-077-8 over the # RM-077-6. Loading it won't make much of a difference on the height. Also, the flat towed vehicle adds no tongue weight so really there should be no sag at all.
Even if you did somehow drop 2" after loading your motorhome you would still be in the safe zone, which is +/- 3" from level. If you want to be as accurate as possible I recommend loading it up and measuring again.
Since you will be using a dual hitch adapter, I also recommend adding the Roadmaster Quiet Hitch for 2" Trailer Hitches # RM-061. This will help keep your adapter stable and secure within your hitch receiver.
