Im currently using a hi/low accessory to raise up my hitch vertically to line up more closely to my towbar heigth. Can I use your device MT70070 either in front of my hi/low or after it in order to use my bike rack?

Yes, this is exactly what the MaxxTow Dual Hitch Extender for 2" Trailer Hitches, # MT70070 is intended for. However, keep in mind that per manufacturer this reduces your hitch rating by 50%. The extender has a weight rating of 400 lbs. tongue weight and gross trailer weight rating of 4,000 lbs. so please compare this to the vehicle you are flat towing. While the # MT70070 is designed to allow you to add an accessory such as a bike rack and use the tow bar, you cannot use an additional extender such as your current hi/low.
Other options with a gross towing weight of up to 10,000 lbs. are listed below. With these options select the needed drop for your tow bar to set flat and insert your vehicle tow bar to the lower opening.
__ # RM-077-2 for a 2-1/4" Drop/Rise.
__ # RM-077-6 for a 6" Drop/Rise.
__ # RM-077-8 for a 8" Drop/Rise.
