Buying an RV in the future. We want to tow a car behind us. The car is a Ford C-Max Hybrid. Can we dingy tow this vehicle? Or will we need to get a tow dolly?

Yes, you will be able to flat tow your 2016 Ford C-Max Hybrid. There are some things you will need to flat tow your vehicle. You will need a base plate, a tow bar, safety chains, tow wiring, and a supplemental braking system.
My recommendations would be the following items:

Roadmaster Universal Hy-Power Diode Wiring Kit, part # RM-154
Demco SBS Stay-IN-Play DUO Supplemental Braking System - Proportional, part # SM99251
The baseplate connects your car to the tow bars that will be connected to your RV. The wiring kit will allow your flat towed vehicle to mirror your RV's lights. The supplemental braking system is proportional. This means the amount of braking power that you apply in your tow vehicle will be applied to your flat towed vehicle. The supplemental braking system needs to be installed just once and it can be left alone afterwards.
The last piece to this puzzle is a high-low adapter to keep your tow vehicle level with your RV. It would be something like the Roadmaster High-Low Adapter for Tow Bars - 2" Hitches - 6" Rise/Drop - 6K GTW, 200 lbs TW, part # RM-076. You will have to measure for trailer drop to find what high-low adapter you need I will included a weblink about measuring for trailer hitch drop below.
