The Roadmaster Autowlok Repair Kit, # RM-910003-50, should be what you need to get the arm on your Falcon Tow Bar locking again. I have included a link to the installation details for you to view.

For the arm check it to see if it is bent at all. It may just need to be lubricated or there could be debris that is limiting the smoothness of the operation.
