The offset of a wheel refers to the distance between the mounting surface of the wheel that touches the hub and the center line of the wheel.
A negative offset will move the tire away from the trailer, while a positive offset will move the tire closer to the trailer.
The # AM34964 you referenced has an offset of negative 8 mm, which means the mounting surface is closer to the trailer. This means the center line of the wheel will be further from the trailer. You can see this more clearly in the diagram I have included.
The Center Cap, Part # 490EZ-SS and lug nuts are available to be purchased separately, For 9/16 inch basic cone style lug nuts I might suggest part # 6-53. For 1/2 inch acorn style lug nut, use part # 12CLN or basic cone style part # CE11051.
