I did some research and here are some thing you can do if your Gorilla-Lift Utility Trailer Tailgate Lift Assist w/ Cable - 300 lbs, part # GL1, does not lower all the way. Gorilla-Lift suggests you do the following.
Put your tailgate in the upright position.
Disconnect the cables from the tailgate.
Take the pins which are connecting the springs to the housings out, and disconnect the smaller inner springs from these pins.
Reattach the larger springs to the pins while pushing the smaller inner springs out of the way, then place the pins back into their original positions and secure. After you make this adjustment, you need to change your gate attachment position.
If this corrects your problem, you should remove the inner springs completely, leaving the larger outer springs to do their job. Use heavy duty wire cutters to cut and remove them from the cable thimbles; then slide them out.
You should also be doing montly inspections on your Gorilla-Lift lift assist. I have included a video review link and a photo of the steps for too much tension and monthly inspection steps below.
