What does it mean when it says this product has not been rated with weight distribution

A trailer hitch that is not rated for use with weight distribution means that the hitch cannot be used with any type of weight distribution system because of its bracket design (short brackets on this hitch) and they could have also found in testing that it does not hold up well with weight distribution. This hitch is also made for cab and chassis models of the 2003 GMC Sierra so if you have a regular pickup this hitch will not fit.
If you do have a cab and chassis model then Curt trailer # C15400 can be used with weight distribution. I have included a link to the installation instructions for you. I also recommend the etrailer ball mount kit # EBMK2416. It comes with a ball mount, 2 balls, a hitch pin with clip, and a storage bag.
If your truck did not come with trailer wiring you can use # HM40975.
