My leaf springs are over the axles on my homemade trailer how can I lower it without flipping leaf springs

The only way to lower your trailer besides flipping the leaf springs under the axles would be to use shorter hangers, but you wouldn't see much of a difference. Lowering the leaf springs under the axles will give you the greatest difference (diameter of the axles themselves and the leaf springs) and are the best option.
If you have double-eye leaf springs, you can use an over-under conversion kit like # K71-384-00 (for 2-3/8" axles) or # K71-385-00 (for 3" axles). These kits include everything you need, including spring seats, nuts, U-bolts, and tie plates.
