Yes, you will be able to carry two kayaks and two bikes on your 2019 Ford F-150. My recommendation would be a ladder rack that has the flexibility of a roof rack. The extra height of the ladder rack will help with the transporting of your two 12' kayaks. I am a big fan of the Yakima OverHaul HD Adjustable Truck Bed Ladder Rack for Tonneau Cover - 68" Crossbars, part # Y01151-5855. It has a weight limit of 500 lbs and it is height adjustable. With this ladder rack installed you will not have to worry about your boats extending well beyond the bed of the truck, since it is height adjustable. You also will not have any worries about exceeding the weight limit of the rack or your RetraxPRO XR, which has a weight limit of 500 lbs. It comes with the Yakima HD bars that work with channel mounted roof rack accessories and those roof rack accessories that clamp the crossbar.
I prefer j-cradles to transport kayaks. The etrailer J-Style Kayak Carrier - Folding - Universal Mount, part # e98878, is traditional j-style carrier. It has padded arms and base to protect your kayak. Your boat will be secured via two cam straps and bow and stern tie-downs, which are included.
The roof bike rack I recommend is the Inno Tire Hold II Roof Bike Rack - Wheel Mount - Clamp On - Aluminum, part # INA389. This rack will hold each of your bikes without touching the frame of the bike, only the wheels. It can carry 20" wheeled bikes up to 29" mountain bikes.
