Front Jacks for Lippert Ground Control Don't Level 5th Wheel Trailer

When I retract my jacks my front jacks go done and never level the fifth wheel.

Do you get any error code on the controller for the Lippert Ground Control 3.0 # LC675817? Usually that helps to troubleshoot and the manual gives an exact solution for each error code. You might also try resetting the Zero Point Calibration to see if that helps. You can see how to do that on page 19 of the attached instructions.
Is the problem that those front jacks aren't working at all, or do they just not go down far enough to level the 5th wheel? If the issue is that the jacks just simply won't reach down far enough then you can use leveling blocks like # CAM44512 to remedy this. If they simply aren't completing a full stroke then that sounds like a malfunction for the landing gear side of things and you might have some damage internally and you'll want to replace the leg (or legs) with part # LC362485.
