Yes. But in order to use the etrailer SD Non-Binding Tow Bar # e74ZR with the Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM-521883-5 you'll also need the Replacement Base Pins with Chains and Clips for Roadmaster Tow Bars - Qty 2 # RM-910029 to replace the base plate pins on the tow bar. This configuration will work together though without problems.

The etrailer SD Non-Binding Tow Bar # e74ZR does come with safety cables integrated, which means that in order to complete your flat towing setup for a 2016 Mini Countryman you'll only need tow bar wiring, supplemental braking and possibly a high/low adapter to keep the tow bar level during towing. For the tow bar wiring I recommend using the Roadmaster Diode 7-Wire to 4-Wire Flexo-Coil Wiring Kit # RM-15247 since it comes with diodes included to help prevent back feed from damaging the RV's electrical system in the event of a short.

For a supplemental braking solution, which is required by law in most states and provinces, I recommend using the Blue Ox Patriot Portable Braking System - Proportional # BLU37TR since it provides smooth proportional braking for your toad that can be transferred easily to a new vehicle if need be.
