Are the Hex Nuts Included with Thule Universal Mounting Kit - Rooftop Ski Rack Hardware System

Question:

I see in the picture of the Universal Mounting Kit - Rooftop Ski Rack Hardware System #7533998 it includes the plastic top and bottom side mounting pieces and the screws and washers that are needed to mount. But I do NOT see the hex nuts that fit the screws. On my curent kit the hex nuts fit snugly into a precast part of the mount which prevents the nut from turning when the screw is coming through. So the question is, do the hex nuts come included with this kit?? If not, why would you sell such a kit without all the needed pieces?? Thank You

The nuts are built into the bottom bracket. They are not a loose part that you will have to thread on manually. This makes it easier to install the feet to the crossbars. I have incldued a picture pointing out the nut.
