Looking to purchase a second spare wheel for our RV. Existing spare wheel is a Dexstar Part Number 17-243 16x6 K 3520 lb with a 04/21/2019 date. Is etrailers part number AM20741 a matching wheel?

Yes the Dexstar Steel Spoke Trailer Wheel # AM20741 is the same as the 17-243 that you mentioned so this would be an exact replacement.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
