The two parts you are looking at differ slightly in design/size and are actually for different bike racks. For example, the Replacement Anti-Sway Cradle # TH8523486001 is for Thule Raceway TH9001XT and TH9002XT while the Replacement Anti-Sway Attachment # 852-3037-001 is for Thule Apex TH9025, TH9026, TH9027, Thule Helium TH9042, and TH9043. If you can tell me which bike rack you have then I would be more than happy to track down the correct part.
