The roof box you have looks like it is a Thule box and we have the replacement lock core that should work for you.

The problem you will have is that the box needs to be unlocked before you can swap out the core. You may need to get a locksmith to get the broken key out of the lock and then open it.

You can then order the lock cylinder, part # THLOCKN022, the replacement key, part # THKEYN022, and you will need a universal change key, part # 853-1251. This allows you to remove the unlocked lock and replace it with the new cylinder.
