The wheel hubs I have for my trailer measure 4 1/4 inches apart center of lug to center of lug. Is that considered 4 1/2 for the purposed of a wheel?

It sounds like you are measuring a 5 lug hub. With this type of lug pattern you will actually measure to the outside edge of the hole if you are measuring from one wheel stud to the opposite wheel stud. As you likely have 1/2" wheel studs and you measured 4-1/4" from center to center of the wheel studs this would give you a 5 on 4-1/2" lug pattern.
If all this is correct the Dexstar Steel Mini Mod Trailer Wheel # AM20545 that you were looking at would be the correct wheel lug pattern to fit your hub.
