The LED Trailer Tail Light # 328-003-85L you were looking at installs via the four mounting holes on the back of the light which you access after removing the lens of the light as you can see Jeff demonstrating at the :45 second mark of the included video.

You will use the four mounting screws from your 2017 Forest River Forester 2861DS to mount the bracket to your trailer after making the wiring connections, and then reinstall the lens.
