How Does CE Smith Padlock Brackets Actually Lock Wheel to Mount

Question:
You have to unscrew the nuts in order to steal the tire anyway so how is padlocking the end going to help any?

The CE Smith Padlock Brackets for Spare Tire Carriers # CE26002Z-2 actually is threaded which is what holds it to the wheel and why the pad lock prevents the wheel from being removed. So basically you'd have to remove the pad lock and then unscrew the brackets from the studs.
