Thule Apex XT4 Assembly Question

Question:
Hi there, I have followed the instruction to the two M6 screws on both sides. I notice the screws can continue spinning. I am not sure how deep I should the screws. I thought there should be a washer or a plate to fasten the screws to a point that you cannot turn anymore. Can anyone please help? Thanks

When your putting in the M6 Bolt in the Thule Apex XT # TH9025XT you want the rack to be tilted like the arrow shows in figure A. It should tighten up in that orientation!
