Does this device somehow apply a load to the battery circuit when reporting the state of charge and voltage?

Yes, the Go Power RV Battery Monitor Kit part # GP44FR does pull power from the battery in which it receives a reading from. That said, the power draw is very small and insignificant therefore won't affect battery life.
