Which Yakima BaseClip Fit Kit Is For The Front And Which Is For The Rear?

I received kits 123 and 170 for towers 146. Is it appropriate to have different clip kits? Is one for the forward and one for the rear? I cannot find an explanation in installation instructions. Vehicle is 2019 Nissan Rogue Sport. Thank you for your help.
