Yes, the Hollywood Racks Destination Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # HLY94FR will allow access to the trunk when bikes are removed from the carrier. You can see in the attached demonstration video that this bike rack actually allows trunk access on the Ford Fusion even when the carrier is folded up.
A hitch pin lock is included to keep the carrier secured to your hitch receiver, but there is not a bike lock included. The Malone LockUp Cable Lock - 8' # MPG356 would be a great lock to add to keep your bikes secured.
