The Dutton-Lainson StrongArm Electric Winch - Marine - 9,000 lbs # DL25215 would be plenty strong to pull your 4000lb fiberglass boat on your bunk trailer, and already includes a 2" x 20' polyester strap so you will not need to purchase one separately. Since the wiring included with the # DL25215 has a quick connect already on it you can run that to the battery on your truck and mount the quick connector near your 7-way like you mentioned. You will then use the Dutton-Lainson Electrical Quick Connect for DC StrongArm SA Series and TW9000 Electric Winches # DL24085 with 6 gauge wire to run from the winch to the connector on your truck when you need power. There are not any dust covers available for the # DL24085, but you could modify a box like the 4 and 5-Flat Trailer Connector Mounting Box # RP74641 so that the quick connect on your truck is protect from the elements.
