Why Are Some Torklift Tie Downs for Bed Mount Options and Others for Frame

These torklift anchor guard tie downs are advertised as only for bed mounted campers, if I already had these and wanted to use them for my frame mounts can I just add some chain to them so they reach? Or is there another reason they say “not for frame mounted tie downs”

The part # TLS9013 tie downs are considerably shorter than the frame mounted options like the # TLS9529-2-LK. If you added chain links and did it in a safe way maybe you could use them for a frame mounted setup but I would strongly recommend you go with something designed for frame brackets instead.
