Question:
I have a 2020 BigText 16GN Trailer with 8-393 Drums, 4 bolts brake, on Oil Bath, Can I use this assembly and just replace the seal and cap? Or do you sell that drum separately?

If you prefer an oil bath, you can do so with the Dexter Trailer Hub and Drum Assembly for 7,200-lb Axles Manufactured After 1999 # 8-393-4UC3.
What you would need are the Unitized Oil Seal # 10-63 and Oil Cap, Plug and O-Ring for Dexter 7-9K Trailer Axles # RG04-230.
Having said that, I recommend sticking with grease as opposed to oil. While oil can be less maintenance, they are both prone to leaks and don't keep water out of hubs as well as a grease cap. The issue with this is that if oil leaks and you don't catch it right away, you're looking at replacing the entire axle as the spindle will be damaged. You can do that with the Bearing Packer # PTW1218 and Bearing Grease # L11390.
