Question:
I have a 90 amp progressive dynamics electrical panel in my 40 ft fifth wheel. My batteries are charging in absorb mode at 14.6 volts. I’m assuming converter is bad. Do I have to replace entire panel or can I just replace a circuit board Ty.

It sounds like you're stuck in Boost Mode because it's trying to charge a bad battery. I would first try swapping the battery and run another voltage test to see if it falls back down.
If you find that it's still stuck in Boost Mode then you can replace the converter with Replacement Converter Section for Progressive Dynamics 4500 Series RV Power Control Center - 90 Amp Item # PD4590CSV.
