where are the tabs that hold on the fascia?

I've linked the instructions for the Curt # C11184, but it shows the tab for the fascia; the tab should be located at the spot where the fascia meets the bumper. You will want to push in on the fascia to get it to disengage from the bumper. If you check out the linked instructions it shows 2 pictures- one of the bumper fascia tab and one where the fascia has been removed and the side plate is installed. The small holes there show where the tabs are going to catch on the bumper plate, so you'll just want to push on the fascia where those two pieces meet and it will pop the tabs out.
