This came with washers for the hitch pin. Should I use them? Thanks.

Yes you should indeed use the washers for the hitch pin with the 24x60 etrailer Cargo Carrier for 2" Hitches # e98874.
Reason is, the washers help distribute the pressure on the anti-rattle bolt, especially when tightening them down. So what you do is just slide them onto the anti-rattle bolt before you install it, and that's all there is to it. If you go to about the 6:50 mark of the video I linked for you below, you can see the hitch bolt being installed with the washers.
