Question, I have a Jayco bumper pull and am wanting to pull a single axle utility trailer with a Polaris ranger or sometimes an aluminum boat behind it, I have a curt 100 installed on the bumper and I realize it will probably need to be reinforced with something like the struts that bolt into the i beam used on the rv frame...is that legal? And enough reinforcement to pull a trailer with?

It sounds like you have the Curt RV Bumper 2" Trailer Hitch Receiver # E-100 installed on your Jayco trailer. If that is the case you can tow with it, but you are correct that the bumper on your trailer is really the weak point.
One option is to use the Mount-n-Lock SafetyStruts Universal RV Bumper Support Brackets - 4" to 4-1/2" # MO34VR to reinforce your bumper for additional strength.
The option I recommend is going with a frame mounted trailer hitch receiver like the Curt Adjustable Width Trailer Hitch Receiver for RVs, 22" to 72" Wide # 13703 which will fit box frames, C-channel frames, or I-beam frames that are 22" - 72" wide. This is a much more secure option since it installs directly to the frame, and you won't have to worry if your bumper is strong enough or supported enough.
With a frame mounted hitch you will want to contact your trailer manufacturer directly to find the maximum towing capacity, and use the lower rating between the frame and the trailer hitch receiver.
To power the lights of your utility trailer or small boat trailer you will want to add the 4-Pole Hardwire Kit with Circuit Tester # 18252 to your Jayco trailer using the included circuit tester to find the functions of your current trailer wiring, and the included quick splices to make the connection.
The harness installs as follows:
Brown wire to tail wire
Green wire to passenger side turn signal wire
Yellow wire to driver side turn signal wire
White wire to ground
Lastly you will need to make sure that triple towing is legal in your area, and in all of the areas you plan on towing since triple towing is not legal everywhere.
