The first thing I recommend checking is the output setting on the brake controller. If adjusting the power level does nothing to solve the problem, then we can work out way back. Check the vehicle and trailer side connectors for any dirt or corrosion because this can cause a short.
Next move on to the trailer and check the wiring for the actuator. The unit must be wired like in the diagram I have included. If there is a short in the breakaway wiring, the pin is pulled out from the switch, or a constant power source is applied to the brake output circuit, this could cause the problem.
Besides a possible wiring problem, you may need to bleed the brake system. I have linked a video that includes a method of bleeding trailer brakes. The difference is that you will need to have the trailer connected to the tow vehicle and use the brake controller to make the actuator run to pump fluid through the system.
If everything is wired correctly, the system has been properly bled, there is no corrosion in the connectors, and brake controller power level is set properly, and you still have problems, that would indicate a problem inside the actuator and it would need to be replaced.
Make sure you are using a drum actuator for drum brakes and a disc actuator for disc brakes. Using a disc actuator for drum brakes would create too much psi in the lines and can cause all sorts of problems. A drum actuator on disc brakes would not provide enough pressure to engage the brakes properly.
