Need a kit that is complete with rails, wheel straps, O-rings, and hardware for all to haul a Chevy Street Rod car. What do you recommend?

For you needs the etrailer Horizontal E-Track part # e42VR which include four 8' sections of Etrack which can be cut to suit your application and two of the Erickson E-Track Tie-Down Kit w/ 2 Ratchet Straps with Roller Idlers and 2 Wheel Chocks part # EM58523-09162 will be all you require. This will allow you to secure your hot rod to the trailer. Check out the video I linked showing Jake securing a Mustang.
There are tons of other accessories available for Etrack as well. I have linked the page for you to check out all the options. You may find a few things that would be handy for your situation.
The hardware is up to what type of flooring you have and how thick it is. The Etrack has 1/4" holes every 2" you can use screws or bolts to keep it secure. If you will be mounting it onto aluminum I recommend using a galvanic isolator like a thin rubber strip to prevent corrosion.
