Will this work the same on a lowered truck? or will it push the rear end back up?

Yes; the best option - so long as your 2007 Tacoma has factory leaf springs and a lower overload spring - is the TorkLift StableLoad Suspension Upgrade # TLA7311S.
These are compatible with lowered trucks, and work by bolting onto the ends of each overload spring on your Tacoma, and essentially "activate" it early by filling in the gap between your leaf springs and the overload spring. This will give you a much more stable, controlled ride, particularly when you have a load in the truck.
