can you use a brake controller and have a brake away switch on a trailer, or do you have to use one or the other?

You can have both a brake controller and a breakaway system since they serve 2 different functions. A brake controller, which may be required by law in your area (check local and state laws) will apply the trailer brakes when you apply the tow vehicle brakes.
A breakaway system only applies the brakes should the trailer become uncoupled from the tow vehicle. In many states a breakaway system is also required by law. The breakaway system needs to be able to apply the trailer brakes on full for at least 15 minutes.
