To get a 4-pole wiring harness for your 2021 Jeep Grand Cherokee without a factory tow package, the T-One Harness that you referenced, part # 118727, is in fact the correct kit to install.

This kit comes with everything you need for installation. It also does not require any splicing into your vehicles wiring as the connection points for the lights are made using the plugs in the light harnesses.
