Great news, there is an easy solution to this issue.
I see that the top tube, or crossbar on your bike, that runs from the seat to the handlebars, is not parallel with the ground like traditional men's bikes. The crossbar runs downhill towards the crank. Many bikes are like women's step through and alternative frames, have trouble staying on a bike rack. Additionally, these bikes can end up with their back ends hiked up in the air as well.
The solution is a Swagman # 64005 Bike Frame Adapter Bar. It is adjustable to fit many bikes and is vinyl coated to prevent scratching your bike. I have included a link to the product page. It has a 35 pound capacity which will hold the Roscoe 8. I have attached a couple of pictures that show this adapter bar in use.
