Expert Reply:
The harness for the 2013 Ford Explorer is located above and behind the hood release lever. There will be a 6-pin connector that mates with the one on the adapter at the end of the harness # 3035-P.
For a brake controller i recommend the Tekonsha P2, # 90885, because it is one of our best selling controllers for its ease of use. I have included a link to the installation details for you to view.

I just installed the P3 and harness for a 2013 Ford Explorer XLT with the tow package. It was easy after locating the harness socket right above the emergency brake pedal just above the black housing enclosing the bottom of the dash left of steering column. The harness wire adapter just plugged right in without removing any covers. It took a mirror and flashlight to locate it initially since you cannot get under the dash easily to see it directly. Once located I could pull it out the harness socket into the opening to plug in the adapter harness. After that it was just choosing the right location for the controller that suited me over brake pedal on front panel using the snap on mount.
