From what I was able to find in the owner's manual of the 2000 Jeep TJ Wrangler, you're not supposed to tow the vehicle on a tow dolly that leaves only 2 wheels on the ground (I do believe it's because of the transfer case). You can either flat tow the vehicle or tow it on a trailer/dolly that keeps all 4 wheels off the ground. In order to flat tow your TJ you'll need base plates, a tow bar, tow bar wiring, safety cables, supplemental braking and in most cases, a high/low adapter. I've gone ahead and added a quick list of the parts I recommend for you to accomplish this if you've got the U-channel bumper.
Base Plates: Roadmaster Crossbar-Style Base Plate Kit - Removable Arms # RM-521424-4
Tow Bar: Roadmaster Falcon All-Terrain Tow Bar # RM-522
Tow Bar Wiring: Roadmaster Combo Wiring Kit with Cover # RM-9243-1
Braking System Blue Ox Patriot Portable Supplemental Braking # BLU37TR
Brake-Lite Relay: # RM-88400
We actually have an entire article devoted to flat towing the Jeep TJ since it's such a popular choice, so I've linked that. In there you'll find the ability to choose the parts you need if you've got a different bumper on your TJ or would like to see what other options are available. I've also linked some review videos of the parts listed above.
