Trying to find out if this bracket kit will also fit a Westin HDX step mild steel 56-14135 which is the mild steel version of the Westin HDX Stainless step 56-141352

Yes, you can use the Replacement Mounting Hardware Kit for Westin HDX 4" Nerf Bars with Drop Steps # 56-14135PK.
I checked, and the installation and steps are are exactly the same between the two parts for your 2019 Chevy Silverado 1500, with the only difference being the solid steel of the 14135 vs. the stainless steel construction of the # 56-141352.
